Overview
According to a report published on 23 August 2025, a secret Pentagon approval process has prevented Ukraine from using U.S. supplied ATACMS (long-range) missiles against Russian territory. The decision is intended to incentivize peace talks, with final launch approval now resting with U.S. Defense Secretary Pete Hegseth.
The U.S Army Tactical Missile System (ATACMS)
The U.S Army Tactical Missile System or better known as ATACMS is a surface-to-surface ballistic missile launched from HIMARS (High Mobility Artillery Rocket System) or MLRS launchers.It is used for carrying high-explosive wareheads or cluster monitors, exclusively designed for precision strikes against enemy bases, supply depots and command posts. This system entails a range varying from 165 km to 300 km depending on the variant.
ATACMS Authorized to Ukraine
ATACMS was authorized by the US government for Ukrainian use that allows them to hit airbases, logistics hubs, and depots deep into the Russian territories. Its first supply to Ukraine began during October 2023, when Kviv initially used them to hit Russian airfields in Berdyansk and Luhansk.
The main purpose of equipping Ukraine with this weapon was because Russian escalation of the war with military drills, missile strikes and other field based operations on Civic Infrastructure posed a greater threat to the inhabitants of Ukraine. Hence they were essential to retaliate and deter Russian escalation.
A Vision and Prospect of Ceasefire
Shorting after the recent Trump — Putin Summit in Anchorage Alaska, The US President has shown prospects for additional peace talks. Trump has even called out to both Russia and Ukraine to hold a bilateral meeting, before the United States further gets involved. As he seems confident about a prospective ceasefire, even though an agreement had not been yet reached, still president Trump defined the talks as “Highly Productive”.
In accordance to these dynamics, the US tries to establish peace negotiations, and the restriction of the US ARACMS portrays how the nation wants to deal with the situations from a diplomatic angle by restricting Kviv from launching arsenals into Russia as each targeted launch requires a Pentagon clearance.
On the contrary, the Ukrainian commanders warn that without deep strikes into Russia it becomes harder to disrupt supply lines, hit bases and stop missile launches targeting Ukrainian territories. Analysts also argue that this gives Russia the leverage of more freedom to operate military sites closer to the Ukrainian border.
