Cabinet gives approval to establish National Targeting Centre’ to assist FBR

The Federal Cabinet is set to establish a National Targeting Centre (NTC) after approval to streamline border mobility.

The purpose of National Target Centre is to assist the Federal Board of Revenue (FBR) in scrutinizing smuggling, human trafficking and money laundering on border. This initiative will alter the traditional border control methods into modern border control operations.

Reportedly, the Revenue Division raised concerns over traditional border controlling mechanism at a recent cabinet meeting. It called attention to that these mechanisms are no longer effective against rising number of passengers, goods and vehicles entering and exiting the country. It emphasised the significance of using a crucial platform like National Targeting Centre to streamline cross-border mobility.

In addition, National Targeting Centre would share data and profiles with other agencies. These agencies consist of Custom, FIA, Immigration, The Anti-Narcotics Force (ANF). It will enhance the coordination among agencies to locate and target illicit activities on national borders.

Furthermore, the Revenue Division informed that customs had fully implemented Pakistan Single Window (PSW). It allows other governments agencies to target risks in international trade. On October 17, 2019, then Prime Minister chaired meeting f Anti-Smuggling Steering Committee. The FBR took charge to integrate anti-smuggling trade date with a central database for the establishment of this centre.

The United Nations office on Drugs and crime (UNODC) stated that the NTC “employs advanced technologies and intelligence analysis to identify and priorities potential threats related to the movement of passengers and cargo.” Globally, it also enables agencies in the allocation of resources and respond effectively to targets. The customs administrations manage the NTCs due to their smuggling mandate and jurisdiction.

The National Targeting Centre would enhance collaboration among government agencies. It would keep a close check on cross-border movement and would enhance enforcement capabilities. This technology-enabled platform is crucial to combat smuggling and other similar illegal activities.
